Energy Home Improvement Incentives for Idaho and Washington
Avista Utilities Home Improvement and New Home Construction programs offer a variety of incentives for residential energy efficiency measures. Offers apply to residential homeowners in Washington and Idaho who heat their homes primarily with Avista electricity or natural gas. Incentives vary depending on technology, and apply to existing and new construction homes.  Here are some incentives that are provided:
*    Natural Gas Furnace/Boiler: $400
*    Air Source Heat Pump: $400
*    Geothermal Heat Pump:$1,500
*    Floor and Wall Insulation (existing homes): $0.50/sq. ft.
*    Attic and Ceiling Insulation (existing homes): $0.25/sq. ft.
*    Windows (existing homes): $3.00/sq. ft.
A $900 incentive is available for new construction homes using Avista electric or Avista electric and natural gas that meet the Energy Star Homes criteria and are verified as an Energy Star Home. Benton PUD offers a $700 rebate to purchasers of ENERGY Star manufactured homes. Homes must be electrically heated and located in Benton PUD's service territory to receive the rebate. $$$ to Install Alternative Power Generators
The Sustainable Natural Alternative Power (SNAP) program encourages customers to install alternative power generators such as solar panels and wind turbines and connect them to the District's electrical distribution system by offering an incentive payment based on the system's production. The amount paid on a $/kWh basis by Chelan County PUD to SNAP Producers will depend on the total amount contributed by SNAP Purchasers through the utility's green pricing program and the total electricity generated by all SNAP Producers.  Systems up to 25 kilowatts are eligible for SNAP funds. Larger systems can participate but will only receive SNAP funds for 25 kW. $15,000 Low-Interest Loan for Energy Efficient Improvements
In conjunction with First Federal Savings and Loan, Clallam County PUD offers residential and small commercial customers a low-interest loan program for energy efficient improvements and the purchase of photovoltaic and solar water heater systems. Up to $500 in Rebates to Make Your Home Run More Efficiently
Clallam County PUD offers a variety of rebates for residential customers for energy efficiency improvements and for the purchase of solar energy systems. Rebates for energy efficiency are available for window upgrades, insulation, air sealing, refrigerators, dishwashers, clothes washers, heat pumps, and the purchase of Energy Star water heaters.  Rebates for these items range from $25 to $50.  Solar hot water systems are eligible for a rebate of $500 for each 40 square feet of collector area installed. PV systems are eligible for a rebate of $500 for each kilowatt of capacity installed. $15,000 to Install Energy Saving Heat Pump
Clark Public Utilities offers loans of up to $15,000 to cover the cost of installing residential heat pumps through their heat pump loan program. All electrically heated homes, including manufactured homes, are eligible for our heat pump financing program, as long as the home has been lived in for one year or more (new construction is not eligible). Customers have up to seven years to repay the loan at a 5% interest rate. The utility charges a $225 loan set-up fee, which can be paid up front or folded into the loan. Customers will be billed monthly for their loan payments, separate from their regular utility bill. Rebates up to $1,250 for Home Energy Upgrades
Clark Public Utilities offers several energy incentives for its residential customers to increase the energy efficiency of their homes:  refrigerators: $25; clothes washers: $50; heat pumps: $500; and new, Energy Star NW electrically heated homes: Up to $1,250.  Refrigerators and clothes washers must be purchased from a participating Clark County retailer. This is a point-of-purchase rebate and the rebate for refrigerators is contingent on recycling the old refrigerator. New electrically heated homes built to the ENERGY Star NW homes specifications are eligible for a rebate that will be paid to the builder. $20,000 Financing to Buy & Install Solar Equipment
Clark Public Utilities offers financing available to its customers for the purchase and installation of residential solar equipment. Loans up to $6,000 are available for solar pool heaters and solar water heaters, and up to $20,000 for photovoltaic systems.  Solar water and pool heater loans have a maximum term of 60 months while solar PV has a maximum term of 84 months. Clark Public Utilities offers a rebate of $500 to customers who install a solar water heating system that meets the requirements of Bonneville Power Administration's Bright Way to Heat Water program. Loans of up to $10,000 at 5% interest are available through Clark Public Utilities' Weatherization Loan Program.  Customers have up to five years to repay the loans, but monthly payments will be at least $25. Cowlitz County PUD offers rebates for ENERGY STAR rated appliances.  Here are some of the rebates offered:  refrigerators - $25; dishwashers - $25; clothes washers - $70; and water heaters - $25.  Eligible appliances must be ENERGY STAR rated, and installed within Cowlitz PUDís service area. Up to $1,800 in Rebates for Heat Pump & Ductwork Upgrades
Cowlitz County PUD will provide rebates to customer homeowners who have a PUD-qualified heat pump dealer upgrade their heating system with the installation of a premium efficiency heat pump system and who upgrade their ductwork to meet the PTCS duct sealing requirements. Weatherization Incentives for Cowlitz County
Cowlitz County PUD offers an incentive for their residential customers to improve the weatherization of their homes. The residence must be a site-built, electrically-heated single-family residence, multi-family building, or rental home. However, homes with operable central ducted gas, oil or wood heat system and permanently installed electric heat may qualify under certain conditions.  Homes must have permanently installed electric heat prior to weatherization work and have had an energy audit completed by the PUD. $1,250 in Rebates for Energy Efficient Home Improvements
Ferry County PUD #1 provides rebates to its customers who install new, energy-efficient appliances in their homes. ENERGY STAR rated clothes washers with an MEF (Modified Energy Factor) of less than 1.80 will earn the customer a $50 rebate. Clothes washers with a rating of 1.80 or greater will earn $100. Insulation rebates for electrically heated homes are offered and rebates are dependent on many factors with a maximum incentive of $1,250. 0% Loans to Install a PV System
The Ferry County Public Utility District (PUD) is providing 0% interest loans for either line extensions or PV systems for people in the service territory who are currently off-grid. About $350,000 of the total will be for installing photovoltaic systems. For households choosing the PV option, the loan funds will cover the equipment and installation costs for solar photovoltaic systems. Up to $10,000 for a New Solar System Installation
Franklin PUD offers a residential loan program to customers making energy efficiency improvements. Eligible conservation measures include installation of photovoltaics and solar hot water systems. To qualify, the residential customer must own the home and the land, must use electricity as the primary source of heat and must have the PUD confirm the conservation measure is an efficiency upgrade. Solar hot water systems only qualify when replacing or adding to an existing electric water heating system.  Loan amounts range from $400 to $7,000 for a single-family residence and up to $10,000 for a multi-family building. Rebate Incentives for Home Solar Systems
Residential customers of Franklin PUD may apply for a rebate for the purchase of a photovoltaic (PV) system or a solar water heating system. Rebates of $500/kW DC are available for PV systems. Grant County PUD offers incentives to qualifying customers through their EnergyStar Home Certification Program. The EnergyStar certification is available for both new site-built homes and new manufactured homes. Up to $50 Rebates for Clothes Washer and Light Bulbs
Grant County PUD provides an incentive for their residential customers to improve the energy efficiency of their homes. Rebates are available for the purchase of Energy Star rated clothes washers ($50 rebate) and compact fluorescent light bulbs (Retail cost per bulb not including tax, up to a maximum credit of $2.50 per bulb). Low-Interest Weatherization Loans

$20,000 for Your Home Energy Projects
Grays Harbor PUD provides low-interest loans to customers for energy efficiency projects. Customers must own the home where improvements are made. In the case of mobile homes, only homes permanently installed on real property (also owned by the customer) are eligible for financing. A lien will be placed on the property where improvements are made, and a Deed of Trust will be executed and recorded with the County. Rebates up to $1,700 for Energy Saving Upgrades
Grays Harbor PUD provides incentives for its residential customers to increase the energy efficiency of their homes. Rebates are provided for qualifying heat pumps, weatherization improvements and certain appliances. To receive the appliance rebates, members simply need to attach their receipt to the rebate application and mail it to Grays Harbor PUD. To receive the weatherization and heat pump rebates, members need to contact the utility before beginning the project. Grays Harbor PUD offers a low-interest loan program (currently 3.5%) for the installation of solar water heaters. Loans of up to $4,000 are available for the installation of solar collectors of 40 square feet or more. The loans are provided through local lenders, with interest subsidized by the PUD. Okanogan County PUD's Sustainable Natural Alternative Power (SNAP) Program with net metering program encourages members to install renewable energy generators and connect them to their utility's electrical distribution system by offering an incentive payment based on the system's production on a $/kWh basis. The City of Richland provides low-interest loans to encourage their residential customers to increase the energy efficiency of their homes. Loans can be taken out for up to 10 years and the interest rate ranges between 3% and 7%, decreasing with shorter loan payback periods. Interest rates can also be reduced by choosing equipment and measures which exceed the program's minimum efficiency standards. In Washington State, tax does not apply to the sales of equipment used to generate electricity from wind, sun or landfill gas, and fuel cells. Green Building Incentives
The Mayor of Seattle signed new downtown zoning legislation which established an incentive for the construction of green buildings. The incentive applies to buildings in the central office core and adjoining areas, including Denny Triangle and a portion of Belltown. Commercial and residential buildings in those portions of downtown which achieve a minimum LEED certification at the Silver level can be built to greater heights and/or greater maximum floor areas. The Downtown Zoning Ordinance allows owners and developers to use either the LEED for New Construction (LEED-NC) or LEED for Core & Shell (LEED-CS) products. The Seattle/King County Built Green Grant Program provides periodic competitive grants for single-family residential and community development projects to help offset the cost of certifying and designing innovative green projects throughout Seattle and King County.  To be eligible for this grant, buildings need to achieve either Built Green 4-star or 5-star certification. $2,000 Incentive for Renewable Energy
The state of Washington offers production incentives of $0.12 to $0.54 per kilowatt-hour (kWh), capped at $2,000 per year for individuals, businesses, and local governments that generate electricity from solar power, wind power or anaerobic digesters. The incentive amount paid to the producer starts at a base rate of $0.15/kWh and is adjusted according to how the electricity was generated.  The state's utilities will pay the incentives and earn a tax credit equal to the cost of those payments. The credit may not exceed the greater of $25,000 or 0.25% of a utility's taxable power sales.
