The Heating and Cooling Program offers rebates for central air conditioners, evaporative coolers, air source heat pumps, water source heat pumps, and high performance system tune-ups. All of these rebates are available for installations into existing homes. Manufactured home owners are only eligible for the evaporative cooler rebates. Incentives for new home construction are available only for high efficiency air conditioners and heat pumps. The City of Ashland Conservation Division offers a solar water heating program to residential electric customers who currently use an electric water heater. Under The Bright Way to Heat Water Program, qualified home owners may take advantage of the City's zero-interest loan program or a cash rebate. Customers choosing a loan repay it as part of their monthly utility bill. Cash rebates up to $1,000 are available for approved systems. The rebate amount is calculated as $0.40 times the estimated annual kWh savings.  Interested customers are provided site evaluations, consumer education, information about available solar systems, and names of qualified contractors. The City of Ashland Conservation Division offers electric customers installing photovoltaic systems a rebate of either $2.25 per Watt (residential) or $1 per Watt (commercial), up to a maximum of $10,000 per site.  Systems must be interconnected with the City's electrical grid and net metered.  Interested customers are provided site evaluations, consumer education, and information about system installation and interconnection requirements. Rebate Incentives for Energy Efficient Appliances
The City of Ashland Conservation District offers a wide variety of incentives for their residential customers to increase the energy efficiency of their homes or build new homes that meet efficient design standards. Appliance rebates ranging from $25 to $70 are available for energy efficient dishwashers, washing machines, refrigerators and electric water heaters. The standard rebates for dishwashers and washing machines are doubled if the house they are installed in has an electric water heater. Energy Conservation Programs for Homeowners
Ashland Conservation District also encourages energy efficiency within for homeowners through their Energy Conservation Programs. Among the services offered through these programs, residents with electric heat can have a Home Energy Analysis, an Air Leakage Test and a Duct System Analysis all performed for free. Customers with gas heat can have these tests conducted, but have to pay $50 to $100 for each one. Rebates are also offered on ductwork (80% of the cost up to $300), weatherization measures (half the cost of insulation and $4 per square foot of window upgrade for homes with electric heat), qualifying heat pumps ($250), and Super Good Cents manufactured homes ($600). Heat Pumps must be installed and commissioned by a heating contractor on the City's approved list, and the ducts must be tested and tight. Up to $1,000 for Energy Efficient Homes
The Ashland Conservation District also provides rebates for Earth Advantage homes ($1,000), and ENERGY STAR Homes Northwest ($250). Earth Advantage homes must pass diagnostic tests which demonstrate that the house and duct system are tight and energy efficient, and plans need to be reviewed by the Conservation Division prior to starting construction. The ENERGY STAR label is awarded to homes that are built following a simple prescriptive path, resulting in homes that are at least 15% more energy efficient than code homes. These savings are typically achieved through a combination of tight duct systems, ENERGY STAR qualified windows, increased insulation levels, and high-efficiency water heating equipment, appliances, and lighting.  Ashland Electric Utility also offers Indoor Water Analyses and rebates for water efficient toilets and removing wood stoves. Rebates or up to $5,000 Loan for Energy Upgrades to Your Home
Avista Utilities will provide a free in home inspection to evaluate the cost and benefits associated with weatherizing your home. This free analysis is available to qualified Oregon residential customers who use natural gas as their main source of heat.  After the home inspection is complete, the customer may request either a loan or a rebate from Avista Utilities for weatherization work not yet started or completed prior to the Home Energy Analysis. Incentives are calculated after the in home inspection is completed. Finance up to $5,000 per dwelling upon approval of credit. No down payment is required. Repayment terms are up to ten years. The Central Electric Cooperative offers their customers low-interest loans for approved weatherization measures and/or qualifying heat pumps. Homes must have an energy analysis done before weatherization work begins. For the heat pump program, both new and existing homes can qualify. For existing homes, a free on-site energy analysis is available, but not required. The interest rate for these loans is set at the present prime rate up to a maximum loan amount of $5,000. The Central Electric Cooperative offers a variety of financial incentives to promote energy efficiency among its residential members. Rebates are provided for qualifying weatherization measures, heat pumps, water heaters, Energy Star appliances, and Energy Star rated manufactured and new homes. Weatherization measures must be done in an electrically heated home, and must have a free energy analysis done before work begins. Central Electric Cooperative (CEC) customers with electric water heating are eligible for a $500 cash discount through CEC's Solar Smart program. The discount is available to systems that are over 31 square feet and that are oriented up to 40 degrees east or west of true south and tilted at an angle of between 14 and 50 degrees. Systems oriented between 41 and 90 degrees west of true south and tilted between between 14 and 30 degrees are eligible for a $375 cash discount. To qualify for the duct sealing program, Columbia River PUD must be the electric service provider and residents must heat their home with a forced air electric furnace or heat pump system. Consumers Power, Inc. (CPI) offers rebates to its residential customers who install solar water heating or solar photovoltaic (PV) systems. The rebate for solar water heaters is $500 for systems with a collection area greater than 31 sq. ft. Systems used for hot tubs or swimming pools are not eligible. All equipment eligible for rebates needs to meet the efficiency requirements stated in the program guidelines. The Energy Trust of Oregon's Small Wind Incentive program provides resources and cash incentives to help customers of Portland General Electric and Pacific Power install turbines up to 50 kilowatts. To be eligible for the incentive the site must have annual average wind speeds of at least 10 miles per hour (4.5 m/s).  Incentive levels are as follows:
*    Residential Systems: The lesser of $4,500 per meter of rotor diameter, or $4,500 per rated kilowatts of the wind turbine, up to a maximum of $35,000

The Energy Trust of Oregon's (Energy Trust) Solar Electric Buy-Down Program is available to customers of Pacific Power and PGE who install new photovoltaic (PV) systems on new or existing homes, commercial and community buildings, farms, and municipal facilities. Incentive amounts are as follows:  
*    Residential:  $2.00/W-DC installed for Pacific Power customers and $2.25/W for PGE customers, with a $10,000 cap per site.
The Energy Trust will provide referrals to contractors from their Trade Ally Network (self-installed systems will not qualify). The Energy Trust of Oregon's Solar Water Heating (SWH) Buy-down Program offers incentives to customers of Pacific Power, PGE, and NW Natural or Cascade Natural Gas who install solar water or pool heating systems on their homes, office buildings, community buildings, agricultural, and municipal facilities.  The buy-down incentive is calculated by multiplying the incentive rate by the estimated annual energy savings. Up to $7,500 to Improve Energy Efficiency at Home
Emerald People's Utility District (EPUD) has three different loan programs to help their residential customers improve the energy efficiency of their homes. Through the Weatherization Loan Program residents can borrow up to $4,000 with zero interest to install insulation in the attic, floor, and walls, add appropriate ventilation, install a moisture barrier, wrap hot water pipes and duct work, and weatherstrip windows and doors. The first step to obtaining a weatherization loan is to call Emerald Energy Services (EES) and schedule an energy analysis. An energy analyst will visit the home to determine what energy saving measures are needed.  EPUD also makes zero-interest loans available to mobile home owners through their Duct Sealing Loan Program. Qualified customers can use this loan to finance repairs to their ventilation systems. Most mobile homes with forced-air systems have leaky heating system ducts. Lane Electric provides their members with an incentive to improve the weatherization of their homes through their Home Energy Loan Program. Participating members are eligible to apply for 0% interest loans up to $9,000 through either Pacific Cascade Federal Credit Union or First Tech Credit Union. The banks charge an interest rate on their loans, but Lane Electric buys the interest rate down to 0%. Lane Electric Cooperative offers an energy efficient Weatherization Grant Program to Lane Electric residential and commercial members. Oregon Trail Electric Cooperative (OTEC) assists its residential members in reducing their electric consumption by providing rebates for energy efficient equipment in their homes. Rebates are for appliances, heat pumps, water heaters and Energy Star manufactured homes. The appliance rebate program offers rebates on Energy Star clothes washers, dishwashers, refrigerators, and freezers. The appliance rebates range from $25-$70 and are given in the form of a credit on the customer's bill. OTECC also offers customers a $100 credit to the electric bill for installing a new 50 gallon energy efficient electric water heater with a 0.93 efficiency rating or greater. Applications must be turned in within 30 days of equipment purchase.  Rebates are also provided for heat pumps, the amount of which is based on several factors. The largest incentives are for residential customers who choose to install Performance-Tested Comfort System (PTCS) qualified heat pumps. The rebate is about $1,500 for an air-source heat pump and $3,000 for a geothermal system. Grants for Green Projects
The City of Portland supports innovative green building projects through the Green Investment Fund.  It is a competitive grant program whose primary focus is to support the early planning stages of green building projects, though some of the funds can be used for hard costs associated with the project.  The timeline for grant acceptance typically involves a Request for Proposals (RFP) being released in November, and proposals being accepted until February, with the winning projects being announced in late March. Total funding of $425,000 was available in 2008; the maximum grant amount for any project was $425,000. The Oregon Small Scale Energy Loan Program (SELP) utilizes the sale of bonds to finance small scale, local energy projects. The sale of bonds is made on a periodic basis and, occasionally, to accommodate a particularly large loan request.  The program offers low-interest loans for projects that:  save energy;  produce energy from renewable resources such as water, wind, geothermal, solar, biomass, waste materials or waste heat;  use recycled materials to create products;  use alternative fuels; and  reduce energy consumption during construction or operation of another facility.  Loans are available to individuals, businesses, schools, cities, counties, special districts, state and federal agencies, public corporations, cooperatives, tribes, and non-profits.  Though there is no legal maximum loan, the size of loans generally ranges from $20,000 to $20 million. Oregon homeowners and renters who heat with oil, wood, propane, kerosene, or butane are eligible for home-weatherization rebates of up to $500. A variety of measures, including insulation, HVAC, and gas technologies qualify for the rebates, which go directly to the homeowner. $200 Rebates or Loans up to $2,000 for Energy Improvements
The Tillamook County Public Utility District (PUD) offers residential customers standard rebates on Energy Star qualifying clothes washers, refrigerators, and dishwashers, as well as heat pumps and certain weatherization measures. Rebates for water heaters are also offered and rebate amounts vary according to warranty and size and range from $150 to $200. Learn to Put Gardens on Roofs

$2,500 to Put a Garden on Your Roof in Portland

The City of Portland, Oregon is offering financial grants as an incentive to property owners and developers to increase the number of ecoroofs in the city. The grants are part of Portland’s Grey to Green initiative to increase sustainable stormwater management practices. Other Grey to Green goals include controlling invasive plants, and protecting sensitive natural areas. The grants will fund up to $5 per square foot of an ecoroof project.
