$25 to $400 Rebates for Energy Saving Heating & Water Systems The WARMAdvantage Program's offers incentives to improve the energy efficiency of natural gas heating systems and water heaters. The N.J. Clean Energy Program offers rebates on furnaces, boilers and water heaters. Furnaces and boilers can qualify for incentives of $300 to $400, depending on level of efficiency. A water heater with an Energy Factor of 0.62 or greater can qualify for a $25 rebate while a water heat with an EF of 0.82 or higher qualifies for a $300 rebate. Customers of Atlantic City Electric, South Jersey Gas, PSE&G and Elizabethtown Gas are eligible to apply for this rebate. Installations in newly constructed homes are only eligible if the home is in the Smart Growth Area. To promote both the sale of energy efficient units and proper installation techniques, the N.J. Clean Energy Program offers rebates for properly sized and installed high efficiency systems. In order to qualify for a rebate, the unit must meet a minimum energy efficient standard, based on its SEER, EER or HSPF ratings, with higher rated systems receiving higher rebates. Rebates range from $100 to $150, which varies by efficiency. $20,000 to Improve the Efficiency of Your Home The Home Performance with Energy Star Program offers incentives for homeowners that want to improve the energy efficiency of their homes. Qualifying measures include HVAC improvements, appliance upgrades and the installation of better insulation, as well as safety measures like radon and smoke detectors. In order to receive incentives from this program, eligible work must be performed by a BPI-certified contractor and costs must exceed $2,500. Homeowners may elect to receive either low-interest financing (up to 100% of total costs or $20,000) or a cash rebate (up to 50% of total costs or up to $5,000) for the qualified home improvements. Customers that choose the cash incentive must make arrangements for payment with their contractor. Customers that choose the loan must apply through Energy Finance Solutions. Also available is a complete Home Assessments through this program for $250, and some customers may qualify for a partial reimbursement of this expense based on the amount of work they have completed. New Jersey Clean Energy Rebate Program The New Jersey Board of Public Utilities (BPU) offers funding for renewable-energy programs, including a customer-sited renewables rebate program for homes, businesses, institutions and non-profits. Eligible technologies include fuel cells, photovoltaic (PV) systems, small wind-energy systems and/or sustainable biomass-energy technologies. Systems must have at least a five-year, all-inclusive warranty. Eligible systems should be sized to produce no more than 100% of the historical or expected (if new construction) amount of electricity consumed at a system's site. Financial incentives for systems larger than one megawatt (MW) are available through the state's Renewable Energy Project Grants and Financing Program. It is important to note that system capacity limits and rebate amounts (including those for system additions) are calculated on a "per site" basis. $2,500 Worth of Energy Upgrades for Your Home Customers of New Jersey Natural Gas (NJNG) that participate in the New Jersey state Home Performance with Energy Star program are eligible to receive a $250 matching rebate from NJNG. A complete Home Assessment through the New Jersey Office of Clean Energy costs $250, but the fee will be reimbursed if the customer completes more than $2,500 worth of improvements. NJNG will then match this rebate, subject to funding availability. NJNG also offers several other energy efficiency and conservation services to its customers. Solar Renewable Energy Certificates Solar Renewable Energy Certificates (SRECs) represent the renewable attributes of solar generation, bundled in minimum denominations of one megawatt-hour (MWh) of production. New Jersey's SREC program provides a means for SRECs to be created and verified, and allows electric suppliers to buy these certificates in order to meet their solar RPS requirements. All electric suppliers must use the SREC program to demonstrate compliance with the RPS. The price of SRECs is determined primarily by their market availability and the price of the Solar Alternative Compliance Payment (SACP) for the state RPS. The SACP is effectively a ceiling on the value of SRECs because it is the per MWh payment that electricity suppliers must make if they fail to obtain enough SRECs to cover their RPS obligation. Property Tax Exemption for Renewable Energy Systems New Jersey offers exemptions for renewable energy systems used to meet on-site electricity, heating, cooling, or general energy needs from local property taxes. (There is not a state component to property taxes in New Jersey). Eligible renewable energy systems include solar PV, wind, fuel cells, sustainable biomass, geothermal electric, landfill gas, hydroelectric, resource recovery, wave, and tidal systems that produce electricity. Systems that produce energy from solar thermal energy (e.g., solar hot water) or geothermal energy (e.g., geothermal heat pumps) are also eligible for the exemption. The exemption may be claimed for all qualified systems installed on residential, commercial, industrial, or mixed use buildings as accessory uses. Solar Loan Program for New Jersey Public Service Electric and Gas (PSE&G) of New Jersey offers loans for photovoltaic (PV) systems to all customer classes in its electric service territory. The program will provide loans covering 40% to 60% of the cost of PV systems with the remainder to be financed separately by the customer. A loan term of 15 years is available to non-residential customers at an interest rate of 11.11%. Residential customers are eligible for a loan term of 10 years at a 6.5% interest rate. Customers may repay the loan through cash payments or by signing over their Solar Renewable Energy Certificates (SRECs) to PSE&G. Free Energy Saving Help from New Jersey The New Jersey Comfort Partners program is a free of charge, direct installation energy efficiency assistance program available to all New Jersey housholds with significant energy usage and an income at or below 175% of the federal poverty guidelines. The measures offered are case-specific and will depend on the outcome of a comprehensive energy analysis of the household. The program will also provide comprehensive, personalized energy education and counseling for participants, who are asked to partner with the program to carry out an energy savings action plan.
