$25,000 in Zero or Low Interest Loans for Energy Efficient Measures
Alliant Energy, in conjunction with Wells Fargo Bank, offers a zero or low-interest loan up to $25,000 for residential customers who purchase and install energy efficient measures. If a loan term of 12 months or less is chosen, the customer is eligible for a loan with no interest while longer terms are eligible for the 6.9% interest rate. All measures must meet minimum efficiency standards in order to be eligible for this program. Only qualified equipment and contract labor costs are eligible for financing. New Home Construction Incentives
Alliant Energy's New Home Program gives incentives to customers who build energy efficient homes. Eligible efficient technologies are: water heaters, lighting, furnaces, boilers, heat pumps, programmable thermostats, caulking/weather-stripping, duct/air sealing, building insulation, windows, and doors. Incentive amounts are $500 to $1750, depending on the square footage and incentive package. Maximum incentive is $1750 base but also may qualify for bonus rebates. Rebates and Incentives for Eligible Efficient Technologies
Alliant Energy offers residential energy efficiency rebates and incentives for Iowa customers for a variety of technologies. Rebates are available for approved clothes washers/dryers; dishwasher; refrigerators/freezers; ceiling fan; water heaters; lighting; furnaces, boilers; heat pumps; air conditioners; programmable thermostats; caulking/weather-stripping; building insulation; windows; doors; and geothermal heat pumps. In addition to these rebates, Alliant Energy offers an Appliance Recycling Program, an Appliance Cycling Program and an Insulation Incentive. The Appliance Recycling Program will pay customers $35 for old, working refrigerators, freezers and room air conditioners. The Appliance Cycling Program offers residential customers bill credits for agreeing to have their air conditioners and water heaters cycled off during peak periods in the summer months. Low Interest Loans up to $1 million for Renewable Energy Production
The Alternate Energy Revolving Loan Program (AERLP) is administered by the Iowa Energy Center and funded by the state's investor-owned utilities. The AERLP provides loan funds to individuals and organizations that seek to build renewable energy production facilities in Iowa. Eligible renewable energy technologies include solar water heat, solar space heat, solar thermal electric, photovoltaics, landfill gas, wind, biomass, and small hydroelectric. Successful applicants will receive a single, low-interest loan that consists of a combination of AERLP funds and matching lender-provided funds. The AERLP provides 50% of the total loan at 0% interest, with a maximum of $1 million while the remainder of the loan is provided by a lender at market rate. The maximum loan term allowed for the AERLP funds is 20 years. Rebates for Energy Efficient Improvements to Your Home
The Ames Electric Department has two separate programs aimed at supporting energy efficiency improvements for its residential customers. One program provides rebates for the installation of energy efficient space conditioning units while the other offers direct installation of weatherization improvements subsequent to a utility-sponsored energy audit. Eligible efficiency technologies are heat pumps, air conditioners, and programmable thermostats. Weatherization improvements include window caulking, weather stripping, building and water heater insulation, and lighting. Incentive amounts range from $25 to over $500. Rebates for Residential Energy Efficient and Renewable Technologies
The Cedar Falls Utilities Energy Efficiency Rebate Program provides rebates for energy efficient refrigerators, heating and cooling equipment, and thermal envelope improvements. The amount of the rebate varies greatly by technology and all technology must meet specified energy efficiency requirements listed on the program website. Heating and cooling rebates range from $200-$300 per unit with an additional rebate for higher than the minimum required efficiency. Thermal envelope improvements, including attic, ceiling, in-wall, and foundation insulation are eligible for a rebate of 60% of the contracted labor plus up to an additional $1,000 for the costs of equipment and materials. Energy Replacement Tax Exemption for Generation of Energy
Under the Energy Replacement Generation Tax Exemption, all energy generated by methane gas conversion property (including digester gas facilities) and wind energy conversion property is exempt from the replacement generation tax. In addition, large hydroelectric generators (100 MW or more) pay a reduced generation tax equivalent to $0.000001847 per kWh. Up to $10,000 in Rebates for Eligible Renewable Technologies
Rebates for renewable-energy systems are available to residential customers of all Wisconsin Public Power, Inc. utilities including Independence Light & Power. Customers must reside in the service territory of the participating utility and the system must be installed on the customer's property. Projects must be approved by the utility before installation. The following technologies generally qualify for a cash rebate: solar thermal systems; photovoltaic systems; and wind energy systems. Indianola Municipal Utilities offer an energy efficiency rebate program that includes the following: central air conditioning, add-on heat pumps, geothermal heat pumps, programmable thermostats and energy audits for residential customers. Maximum Incentives are: central A/C $250 maximum, 10 unit maximum per customer per year; air source heat pumps $500 maximum, 10 unit maximum per customer per year; geothermal heat pumps $1,000 maximum, 5 unit maximum per customer per year. To qualify homes must be at least 10 years old with existing insulation levels less than or equal to an R-24. Rebates are given in the form of a credit to the customer's city utility account. Incentives for Efficient and Renewable Technologies
Linn County Rural Electric Cooperative Association is a member-owned cooperative. To encourage energy efficiency, Linn County offers a number of rebate programs for its residential customers. Eligible efficient technologies are: clothes washers/dryers; dishwasher; refrigerators/freezers; dehumidifiers; water heaters; lighting; boilers; heat pumps; air conditioners. The eligible renewable technology is geothermal heat pumps. One whole building program, the All-Star Home Incentive Program provides incentives of $100 or $250 to customers who install high efficiency gas or electric heating and cooling into their newly constructed homes. Property Tax Breaks for Wind Energy Devices
This statute allows any city or county to pass an ordinance assessing wind energy conversion equipment at a special valuation for property tax purposes, beginning at 0% of the net acquisition cost in the first assessment year and increasing annually by five percentage points to a maximum of 30% of the net acquisition cost in the 7th and succeeding years. 100% Property Tax Exemption for Methane Gas Conversion
Under Iowa's Methane Gas Conversion Property Tax Exemption, real and personal property used for methane gas collection and conversion into energy and connected with, or in conjunction with, a publicly-owned sanitary landfill, is exempt from property tax. Property Tax Exemption for Renewable Energy Systems
In Iowa, the market value added to a property by a solar or wind energy system is exempt from the state's property tax for five full assessment years. Energy Efficient Rebate Programs from 12 Electric Co-operatives
The Central Iowa Power Cooperative is a generation and transmission cooperative serving 12 rural electric cooperatives (REC) and one municipal electric cooperative in the state of Iowa. They are: Southwest Iowa REC; Farmers Electric Cooperative; Clarke Electric Cooperative; Guthrie REC; Midland Power Cooperative; Consumers Energy; Pella Electric Cooperative Association; T.I.P. REC; East-Central Iowa REC; Linn County REC; Maquoketa Valley Electric Co-op; and Eastern Iowa Light and Power Cooperative. Each REC has established energy efficiency rebate programs to encourage greater efficiency in their members' homes. Waverly Light and Power offers rebates for several types of energy efficient HVAC systems and appliances to its residential customers. Rebates are available for central AC units, heat pumps, clothes washers, and refrigerators. All improvements must comply with the energy efficiency standards set by the utility. Space conditioning units must be properly sized and customers must submit the federal Energy Guide label with appliance rebate applications. 100% Sales Tax Exemption for Wind and Solar Energy Systems
This state sales tax exemption includes the total cost of wind energy equipment and all materials used to manufacture, install or construct wind energy systems. As of July 1, 2006, solar energy equipment is also exempt from the state sales tax. Eligible technologies include: solar water heat, solar space heat, solar thermal electric, solar thermal process heat, photovoltaics, wind, and solar pool heating. Solar equipment means any equipment that is used to convert incident solar radiation to energy, or equipment used to transform the converted energy to storage or to some point of use.
